You have had your green card a long time. Your English is good enough for work and for your life, and not good enough, you think, for a government interview.

So you have not applied. Maybe for years.

There is a part of this law written for exactly your situation, and it turns on two numbers: your age and how long you have held your green card.

The Three Exemptions

Both numbers are measured at the time you file, not at your interview.

Read the middle column carefully. Two of these exempt you from English. None of them exempts you from civics.

The One People Get Wrong

65/20 is not a full exemption from the civics test. It is called special consideration, and the difference is real.

Under it, the test is still given. It is just shorter and drawn from a smaller pool: you study 20 designated questions, the officer asks 10, and you need 6 correct.

That is a meaningful reduction and it is worth knowing about. It is not the same as not being tested, and anyone who tells a 68-year-old applicant they will not be tested has set them up to be surprised in the room.

About the Interpreter

If you are exempt from English, you may take the civics test in the language you choose, with an interpreter. There are rules about who that person can be.

If the officer speaks your language, the officer may simply conduct the examination directly.

The most common mistake here is bringing the wrong person. An adult child who wants to help is exactly the person most likely to add a word that was not said, and that is the thing the rules are written to prevent.

Which Civics Test You Take

There is more than one version of the civics test in circulation, and which one applies to you turns on the date you file, not the date of your interview.

That cutoff is a live figure and it has moved. Confirm the current rule at the time you file rather than trusting any page, including this one, on the date it was written.

What This Does Not Change

An exemption from English is not an exemption from anything else. The rest of the application is the same application.

Your history still gets reviewed, and for a person who has held a green card for fifteen or twenty years, there is usually more history to review rather than less: the situations that mean do not file this alone.

And nothing about this makes the process easy. It makes it possible, which is a different word and the honest one.

Count the two numbers. Your age, and the years since you became a permanent resident.

If you are close to one of the three lines, that is worth a conversation now, because the thresholds are measured at filing and time is working in your favor rather than against you.
